Yeah, people sometimes forget that Bowser has canonically died, quite a few times. He may not be at Ridley's level with deaths and rebirths but when it comes to cheating death Bowser has a pretty good hand.

Normally, that whole "let's bargain because I'm actually losing" IS how the trope would work with a villain like Bowser... Unfortunately for Val, Bowsette is now the protagonist.

You would think the Mario world would understand how horrifically powerful Bowser can get by now. Or is it because he only ever attacks the Mushroom Kingdom and fails that people don't really know of what he can do?

They probably heard about said failures and then proceed to disregard everything else and assume that he was just a chum.
