No, Doctor does that all the time at 4AM in the morning, just nobody except Kal'tsit knows.

It was a quote from Ch.7 Story, where Kal'tsit told Doc that he did make ramen in his mouth pre-amnesiac.. I think this comic just saying that Kal'tsit is just joking with that earlier story...

I was so immersed with the story that I didn't realize I haven't actually encountered this dialogue before.

I don't remember seeing it either, even though I had heard about the doctor's bizarre eating habits long before Ch7 came to EN.
