"France surrender" jokes are far older than the Internet, at least dating back to the post WWII era and refering to the surrender to Nazi Germany. I think the tipping point was Charles de Gaulle, then President of France, declining help from the Marshall plan to rebuild the country because he didn't trust the USA.
