They don't really argue. Rita just has a short-tempered nature, and Raven is your typical pervert. I think that they are always paired together would be because they have the worst relationship towards one another, so pairing them would serve as this "opposites attract" concept. In my opinion, I think they would make a good couple. It's better if you have played Tales of Vesperia to understand them better.
Except Raven isnt a pedo. He has no interest in Rita's flat chest. Confirmed during the hot spring scene. All he cared about was seeing Judith's assets.

I've played and beaten the game and I just don't see it at all. I suppose it also doesn't help that Raven is 35 while Rita is just 15, that's to big of an age difference.

I think it's because it's popular to see her wearing it in the RitaXRaven images. I don't really know, maybe there was a joke Raven made when you get the costume but I don't remember.
