Sorry to crush your dreams, but for this comic's story to make sense, a Chibi Luka cannot exist in this time. Same logic as my comment about a Chibi FL-chan in a previous 4koma post ( post #429985 ). No one knew who Luka was before she decided to start working at FL-chan's store.
We may, however, see a Ruko-nee when Minami gets back to the present.

This is Minami's 4koma strip; anything can happen whether you want it to or not. Unless this is some epic manga story that had some moral theme to it, then I shall concur to your statement, but in this Azumanga Daio'tic comic strip, its safe to say that rules can be bent here and there.
Regarding KuroKyosuke and Banzatou's conversation.
It would make sense. You don't remember everyone you meet in your childhood so FL or Luka could show up once or twice and it could be argued Miku and Haku wouldn't have remembered them. Or Ruko and Luka could only meet Kaito and Meiko since we never saw them meet either for the first time.
