I find it rather odd, if Azur Lane was going the end version ship why is Prinz Eugen Ironblood and not Eagle Union.
Soviets don't have that many large warships to work with. As such incomplete ships like the Sovetsky Soyuz class are getting included. Lützow/Petropavlovsk/Tallinn never saw service in the Kriegsmarine (she was half-complete when sold to USSR) and was fully intended to be completed by the VMF, so she makes perfect sense to add in that form.
Though I'm surprised Tallinn is being added as a standard Hipper instead of a what-if configuration like in World of Warships, given the AL/WOWS collabs.

Since most of the early plot is reenactments from real life historical events, it would be incredibly strange for the USS Bismarck to be fighting alongside the KMS Bismarck.
