The head and cross-section are evidence enough that this is just a pretty damn good use of layering in a 2D flash animation. There's plenty of 2D pics on here in /realistic that could pull of the same realism. If one had the artist's original image file from Photoshop (or whatever art software) with the shading layers separated out, you could import them or imitate them in Flash and move them just right to create this effect.
Plus how would that girl's ear move so out of sync if this was a rendered model being moved? You gonna tell me the ear/hair area is a separate model? :P
