That's exactly that, and Azazel not believing in fallen angels is doubly ironic since she lives in the same house and Lucifer, aka THE fallen angel.
Now I really want to see what a fully fallen Azazel looks like.
He's shown up in several comics, so there's a possibility Lucifer made a 2 way portal (while still keeping Beelzebub locked up)

further evidence is the fact that some of the demons are starting to seek alternative methods to...ahem...satisfy themselves. That would likely not be necessary if Helltaker was around.
