In Persona 3 and 4 (I can't speak for the previous games) when you summon the titular spirits, you sometimes see the eyes of the summoner for a brief second, like you see above.

This is true. In the first three titles of the Shin Megami Tensei: PERSONA series (Revelations, Innocent Sin, Eternal Punishment) you only saw them calling to their persona. It'd only in 3 and 4 do they give you the quick look at the summoner. I wonder why that is though?

I think it's what Juliya said, but also, since he has blue hair and the placement of it, I think he's supposed to look like P3 MC and that is another reason why they mosaiced him.
