If you look at her leaked design she has a vision on it which hints she’s intentionally trying look like a mortal land not an Archon. As to why she would want to? Who knows but it’s definitely an intentional choice for her to look more simplistic otherwise they’d use the design from the silhouette in the Kazuha story video.
I can't imagine why she would want to look normal since she's described as being this arrogant princess that thinks she's "Eternal" and "Equal to the Heavens" or whatever. If they try and have her pull a Zhongli, I'm going to pop a blood vessel.
It could be after she’s already lost her gnosis whether it’s taken by force or she gives it up. But she is indeed wearing a fake vision just like Venti and Zhongli and a more simplistic/modest outfit. So take of it what you will.
I guess hoping for the quality of the story to take a turn for the better was a fool's hope then. Instead of getting a better showing of what the Archons can do, we get more of the same: them being absolutely useless.
My theory is that indeed her gnosis has already been taken and the "Raiden Shogun" that enacted the Vision Hunt Decree is a fake installed by the Fatui to weaken Inazuma's military capability. Meanwhile the true Shogun is in hiding among the common folk and our task will be to help her reclaim the throne.
That being said, since MiHoYo has released the skin system, I do hope she gets an alternate costume of the "fake shogun". She's definitely an important enough character to warrant a day one skin.

If the Shogun really lost her Gnosis then wouldn't it be much more logical to assume that she herself is collecting the Visions to siphon their powers to maintain her divine appearance? And 2. Not "fake shogun" but "Raiden Shogun Imperial War Regalia"!

There's also the fact that, if her Gnosis hasn't been taken, then there's really no reason for her to hide in the first place and that's just on top of the fact that it'd be out of character for her to do so unless they can give us a legit reason once Inazuma drops.
