Noshiro's re-run is around the corner and Kasumi was part of said event, so the timing for it is pretty much impeccable. And considering the event's lineup it was either her or Hibiki (as Kinu already got hers and the rest are already gold rarity ships).
As for the ship herself, I don't know how much of a benefit she'll get out of this one, but designwise she's amazing at the very least ^^

Yeah, that's kind of the thing. The Japanese fleet is already overflowing with excellent destroyers. Either she comes out completely OP, or she'll be a bit redundant even as a very good destroyer. I doubt most people have her trained, after all.

She's no more a collectible ship than Naganami is though-- and Naganami does get used in heavy torpedo line-ups. In fact, the only thing Naga currently offers over Kasumi is extra crit rate for torpedoes. Outside that, the destroyers are nearly identical stat-wise. People see purple, automatically assume its a collectable ship because of Elite stat line, and rarely ever consider the skills. Both Naga and Kasumi are very strong when paired with ships like Noshiro (who is coming back now) and Jintsuu.

I have her trained, as I do Naganami. And any IJN destroyer that provides good synergy with their sister-ships and other destroyers. Kasumi and Naga are particularly potent when paired with Noshiro and/or Jintsuu, particularly since Kitakaze isn't a torpedo focused destroyer and sometimes I get tired of running Aya in all my torp fleets.
