See, thing is, whatever contribution Aqua provides is rapidly undone soon after by an inopportune action of hers, or alternatively, something she did in the past that finally blew up on Kazuma's party faces at the most inconvenient moment. Aqua essentially provides NEGATIVE UTILITY (i.e. she's worse than useless).
Most crucially... that whole "Defeating the Demon King" business would've been completely unnecessary if it weren't for Aqua. The whole plot is launched by Aqua being a useless doggess... on multiple levels!
Ashley in retrospective is better than people give her credit, another "average and defenseless" person could've hinded Leon more, and she didn't try to get a gun that could've backfired on them very badly. And given how every other women in the series has gun training, even the waitresses of Racoon city, Ashley was handicapped on being 100% average human being in crazy world.

I believe he's saying that the Aqua hate means when making an adventuring party, you wouldn't have "human rights & compassion" on your list of criteria for a good party. Which is honestly stupid because iirc before Kazuma, Aqua had done the same thing to at least dozens of people before him. She was clearly an asshole goddess who treated mortals like toys. She causes more problems than she solves, and the only time she gets serious is when undead are involved.
