This is not really plagiarism since the artist commented that "this is just for practice as it is a copy" and is not claiming authorship, The "plagiarism" wiki page doesn't even (as of now) mention plagiarism as art theft.
I'll just tag this as parody for now on the basis of the fine_art_parody tag.
