First of all, art of fictional characters is not CP, if you tried to report it to any of the organizations trying to stop child abuse, they will tell you you are wasting their time.
Second, where is it even stated that Skyla is a minor? I found one site that claims she's 16 in BW and 18 in BW2. No other site claims this, and that one site provides no explanation for where those numbers came from. So by the looks of it, not only do you not actually know how old Skyla is, but even if those numbers are accurate, you have no idea if this is BW or BW2 Skyla, one of which is not a minor.
Third, and finally, you are making a scene on an anime art aggregator site about things that are 100% not real. You really aren't in any position to be judging anyone as a social outcast.
