There is a reason why King Halo was "place" amongst the strongest generation 5 (Sky, Special Week, Grass and El) is that despite she couldn't win G1 races (most likely from the other 4) she refuses to stop and wants to surpass them at any cost.

Yes, King Halo was projected to be one of the top 3 horses (with Special Week and Seiun Sky) before her 3 years old debut because of her legendary pedigree. Her father was one of the all time greatest horses in Europe, and her mother was a 7 time G1 winner. For King Halo, it was more about proving her linage than beating the other horses. She even went as far as to race in a Dirt race during her final year, in an attempt to win a single G1.
When they say that they're the strongest generation, what they mean is that they were the strongest coming from '95, not that they were the strongest while active in their career. King Halo was absolutely a top favorite during the 98 classics races and absolutely deserved her spot among the others. She wouldn't build her "Never Give Up" story until later on her career. During that generations active years, (with the exception of maybe El-chan) they weren't not heads and shoulders above the competition. In 98, the strongest horse was Taiki Shuttle, who would later enter the Hall of Fame, and during 2000, TM Opera O won every single G1 that year. '99 was El Condor Pasa's year, (although there was major controversy)
