The context behind it or the lack thereof. Shima has the whole speed thing for the light clothes, even the underwear being a zulu. Iowa is walking around as a reference to WWII pin ups the same way Sara does the Monroe, but Scamp is ???? outside of the big stars on the ribbon and lollipop possibly being 7 battle stars. But the holes are pretty self explanatory just by looking at a Gato.

She looks like every other submarine girl that’s in KC. A chick in a bikini, and in Shizuma Yoshinori’s case, in really stupid looking clothing that can’t possibly function in anyway in real life(i.e Amatsukaze and her one single rope band that connects her underpants to her head and pantsless Yukikaze). One sometimes wonder why he made Mushashi a white haired glasses wearing bronze goddess bombshell and Yamato the complete opposite with fake shell boob pads. He’s just kinda bombastic like that. I’m sure he has some reason for it and if you dive and search deep enough there’s probably some historical bullshit reason or whatever but since he’s not Shibafu, who the fuck really knows since for his girls its more important they wow and draw people’s attention than anything.

Think of it like this: Yoshinori probably found what 'scamp' means and designed her with that in mind, but Tanaker decided to give her different character (aloof, reliable aneki-type) through her voice lines.
