The whole Azur Lane community actually are rejoicing over the moon with this collab.
To put it in better perspective, they are feeling that the last collab they got, the IM@s collab was something really low-effort, all of the ships being collectible tiers (not to mention the 'can't marry idols so here, a new oath item named tiara'), and then came this collab with full-bore impact.
All collab characters has great design. Rikka can equip 5 special equipments which changes her attack AND skill pattern. Ships can now fire BEAMS (Granted, JP has Utawarerumono collab which has ships that can fire beams before, but global haven't gotten that collab yet, if ever.) Dorm set is interactable and have new gimmicks. Kaiju fighting minigame (Trigger approved) complete with transformation sequence. And a pv made by Trigger.

Oh and did I mention skins?
Chihaya and Iori were originally decent for farming, but with the new oil limit and how it changed the meta for the last maps, they don't really matter -- you can now field a whole fleet of URs and they'll cost you barely anything; Ritsuko is still slightly better than Kashino, but who uses ammo ships anyways?
Also, upon seeing that PV animated by Trigger, it almost seems like someone on the Tsuburaya/Trigger end really likes Admiral Graf Spee's Girl's Sunday skin. To be fair, she totally could pass off for an SSSS 'outsider' character in that one, considering the Neon Genesis Junior High students and the Kaiju Eugenicists are both the formally dressed, supernatural groups of their respective series.

But where's Anosillus II? Surely she deserved to be in this collab more than Rikka's two friends whose names I can't even remember.

Most of that was because we all know we'll never get another Hololive collab since China is full of anti-fuckers. and instead we got this watered down crappy event.

To be fair, Yostar has since been 'sneaking' a lot of suspiciously Holo-lookalike ships into their updates. Heck, this collab event has one partial Subaru expy Namiko

How is that Yostar's doing? Besides the fact they wouldn't have anything to do with character design, that's a character from Gridman.

2 possible reasons: to fill up the collab character rooster plus adding a holomem lookalike to show that Yostar, in fact, wanted to collab with Hololive (if China doesn't gets offended).
What's the reason behind these two literal background characters who has combined screentime of below 10 minutes got added instead of those who gets more prominent part in the story, say, Anosillus 2 (loli) or Anosillus Second, if not that?

Yostar doesn't make those decisions. Manjuu is the developer. Manjuu is the one that would be trying to collab with Hololive. Besides, short brown hair isn't owned by Subaru. I don't know why they picked those characters, but "they want to collab with Hololive" is a baseless leap of logic.

Yeah, first if I remember was a Kanata-look alike Italian. Now is a Subaru look-alike
Only Hololive expy I can think off the top of my head is not-Pekora.
Nidaime is the sole kaiju among the female cast, so I wouldn't be quite sure of putting a set of riggings on her over the vast majority of human charas. Namiko and Hass at least have more pop to their designs than Yume's doting friend, because they're based on Shattered Glass Starscream and Soundwave.
Honestly, this event could've just been Rikka, Akane, Yume, Chise and Mujina and would've felt fine, if a little modest.

...Conte di Cavour? I'll be honest, I had to squint through frosted glass to see it.

There's also Kawakaze looking like Fubuki, but that was way before the Hololive controversy, and that artist just draws variations of that one character design for everything. They even have another Fubuki/Kawakaze look-alike in another gacha game that I've long since forgotten the name of. Which is really just proof that character designs for these games are being left almost entirely to the artists, and not some mandate from the devs. If Shirayuki looking suspiciously like Pekora was intentional, it was probably the artist's doing, not Manjuu's.

It would have to be her or Libeccio. Cavour has a similar hairstyle, but she more resembles Konpaku Youmu, and all Libeccio has in common with Kanata is white hair (Kanata's is silver though) with blue highlights. I've never heard anyone claim an Italian ship looked like a Hololive member before now, only Kawakaze and Shirayuki.
This comment section is sounding mostly like a conspiracy theory thread.
There are no copies anywhere here, that I can see. Barely a bit of resemblance between all cited characters, at best, and that's not proof of anything that's been "denounced".
