You're correct, Steak. Arcsys changed their minds and made the two playable characters Tsubaki Yayoi and Hazama, plus they've nerfed Nu (13) down to Lambda (11) - I suspect a time manipulation plot device.
Also, it's uncertain whether it will be DLC or a completely separate game when it hits home consoles. At the moment, the next BB installment is a separate arcade cabinet titled "Blazblue: Continuum Shift". It'll be awhile between the arcade release and the PS3/360 port, so don't hold your breath.
