At a vague guess I would have thought the uniforms were in the 1890s or thereabouts; but the girl's clothes in the 1930s. She seems very poised.
Additionally, their hats are quite odd. The uniform certainly looks like a Meiji 19 uniform (1886), so is the equipment with the rear Arisaka pouches and their backpacks. Yet their hats seem to be quite decorated compared to Meiji 19 caps, which should come with a yellow piping and (in the case of enlisted infantry) yellow cap bands. I think they're imperial Korean uniforms as the shoulder boards appear to have yellow lining?

i don't remember that Korean have own Imperial military because Korean never become Empire without Japanese Empire, Korea so-called Joseon were before join to Japanese Empire is the one most poorest countries in the world but when join and become part of Japanese Empire, Joseon become prosperity as Taiwan and many Korean men's join to Imperial Japanese Army (mainly join in Prison Guard) from Taisho Era until Showa Era
meanwhile in this artwork is showing this Imperial Japanese army is from Meiji Era, i think they are Japanese and they marching from Korea to Hill 203 or Peking (Beijing)
