They're either grandfathered and no one wanted to bother taking them out because they're too good, or they're not furry enough.
If Sonic isn't furry, crash bandicoot isn't furry. On the other hand, Sonic's chicks are very furry. BoF2 Kat is furry, but most pictures of her wouldn't be refused because of it.
Not a mod, so I'm not really speaking for danbooru, but if I understand it well enough: the character is furry enough to get a tag, but not furry enough to be kicked out of the board for it. The bigger issues with this picture before we can consider such a thing is that it was uploaded by its artist, and isn't very good either. There's 4 pages of girls laying down, showing their midriff, and another 4 of midriff jeans and this would be on the bottom of the stack.
I'm kinda surprised it's -12, Looks more like 0 or -5 to me. I'd suspect UWZ of giving it to a channel of friends with instructions to downvote. ... Well no. Danbooru has more people on it than I appreciate. I guess -12 is possible.
