No, they both have completely different masters/mistress. And Bel at the very least has been shown to be quite open about both serving multiple masters and having multiple maids serve her master.
If anything as Starosta mentioned, it'll most likely spark rivalry between Queen E and Remilia while the two maids become close friends.
