1) Whether henge is a physical transformation or an illusion is still debatable, last I heard.
2) Presuming you're correct, wouldn't that be -more- reason for Naruto's sexy-no-jutsu to -not- have the 'genderswap' tag, since it would only be an illusion, rather than an actual change in gender, and for Ranma -to- have the 'genderswap' tag, since he actually does change from being physically male to being physically female?
Although the tag could easily apply to both, I don't think it's as necessary with Ranma 1/2 because the genderswapping in said show is an integral part of the plot and appears in pretty much every episode/chapter. Naruto's Sexy no Jutsu trasformation is far more rare and trivial by comparison. Just my two cents.
I'd say it's because Ranma-kun and Ranma-chan, as they're usually referred to, are treated as two separate characters. While they may be genderswaps of each other, the genderswap tag often implies a non-canon fan-made take on a character, hence why [kyonko] still deserves the tag. As for Naruko, most images (IMO) seem to draw her as an actual person rather than an illusion/transformation.
