I would imagine when you're on a tight schedule and can't afford to take any unnecessary risks, if you're going to use a power you barely understand and the owner can barely control, restoring someone's lost quirk is probably much higher on the priority list than replacing a limb, and risking whatever side effects could result from reversing causality.
Did we also mention that Lemillion, having lost his quirk, had literally nothing to do while everyone else was busy preparing and fighting? Mirko, being an active hero, had shit to do. Losing her limbs also didn't slow her down whatsoever. Again, using Emi to restore his quirk was a risky desperate move for someone who otherwise was completely out of the fight. Mirko never stopped fighting, and clearly doesn't need to worry about getting her limbs back until after everything settles, if at all.

She obviously had enough time to get robot arms and legs. Getting de-aged can't possibly take more time than to calibrate those things even half-way passably.

Did you see those mechanical limbs? They're effectively hunks of metal grafted onto her stumps. They don't even remotely look like something someone spent a reasonable amount of time to make, they look like something thrown together just in time for Mirko to be ready for the final fight. Mei probably had those things finished and functional in an hour, based on what we've seen she's capable of.
Not to mention we're still talking about someone who cannot reliably control her power. Do you know how long it took Eri to return Mirio's quirk? Six months, and she was only able to do that after training it. She also has to build up power over time to do it, and it only works on people, so it's difficult to train. It's not something she can just casually do. It is not a god power, it has limits.

And yet they can't let her touch Mirioko to regrow her arms and legs and then separate them when they're fully regrown?

Okay, how many fights is that? I know of one. It also isn't fucking relevant? It's firmly established she can't just rewind people whenever she wants. If she rewinds Mirko, she can't rewind anyone else. She rewound Mirio, which took several months of training and building power to even be able to do. She likely doesn't have the energy to work on anyone else right now, and yet again, Mirko has made it damn clear she doesn't need organic limbs to fuck people up.
