Dead heat finishes are far rarer nowadays, because of better technology (e.g. digital high-speed photography) helping to resolve apparent ties.

This is fiction anyway, so there's no need to stick so close to real-life history.
Actual IRL Tachyon retired at 4 wins out of 4 races, and did not participate in the Arima Kinen.
If both horses finish at "dead heat" (complete tie, unable to distinguish) in first place, they both count as winners and split the prize money.
