Well it's kind of based on popularity levels. The rule of thumb is that "the more popular you are, the more likely hood of you being fan-based on."
Right now, to my knowledge, the current popularity ratings are such: 1. Hatsune Miku 2. Kagamine Rin (Well I think she's kind of tied with Luka, since she had more spotlight time and earlier release.) 3. Megurine Luka (Again, I think she's tied with Rin, since her popularity is increasing everyday.) 4. Kagamine Len 5. Kaito 6. Meiko 7. Gakupo 8. Gumi 9-11. The New Vocaloids: Miki, Yuki, Kiyoteru (I didn't bother to add in the Fanmades, Utaus, and Voyakoloids, since that is a whole different scale and pretty hard to figure out)
So as you can see, Gumi's popularity is kind of*sarcasm* VERY low compared to the others. Poor Gumi... She will probably be beaten by the new Vocaloids, too, at this rate...
