I wonder how often Tawawa's in this world create conflict?

The way the speech bubbles are set up makes it look like the guys are fighting over which kind of height difference is better.

She hugged them both, giving the wrong impression?

No, it’s legitimately two guys sharing her, according to the comments by Himura. Just like how the twins shared their guy, before. Really neat how Himura is being equal that way.

It doesn't look like they're sharing. And she seems to have a completely different idea as to what's going on.

It’s literally what Himura says in Japanese. He compares them to the Twins and their boyfriend by saying they were two girls and a guy, and this ship will be two guys and a girl.
The narrative will likely be the three of them actually settling in properly - much like how the twins seemed to fight over their guy, or how Gimai-chain’s brother rejected her at first.

Incidentally, her name is apparently Sotohane-chan.

If she can't choose, she's not worth it.

The title basically translates to "Dammit! I have one boob for each of you, so stop fighting!", and their expressions and the flashline in the background indicates that what she's suggesting didn't occur to them at all and is a splendid solution to their conflict.

Also, I'm guessing from their "speech" bubbles that their conflict is of the "She likes me!"-"No, she likes me!" kind.

For clarity, her thought bubble at the top right implies that the three are childhood friends.

I suppose between this and the soccer club's bicycle, the author's returning to his degenerate roots.

Isn't she talking about her arms, not her boobs? Like:

"I'm the one in her arms!"
    "No, it's me!"
(I want to wrap each arm around their shoulders friendly...)

"Dammit! I have one (arms) for each of you, so stop fighting!"

    (Eh... one boob for each!?)

So 外ハネ translates to "side-flip hair"? What's that?

... Ah, yes, the Japanese language's power of contextual omission. It can very well be as you say: She meant her arms, but they thought she meant her boobs.

One lies back and takes it, the other can't afford to. One is only fertile a few days out of a month, with a 9 month waiting period before you can go again. The other is ready to go 24/7, 7 days a week, 365 days a year with virtually no waiting. Add that you will always know who is the father and who is the mother in one case and...not in the other.

Her hairdo. The out-and-up curl of the ends of the hair at either side of the head, as one can see from Googling 外ハネ. There are numerous "flip" hairstyles, I imagine, but that aspect is more or less the common factor. One type was popular in the 1960s, seen most iconically on Marlo Thomas in the series That Girl.

So it's called that because the hair "flips" to the side and outwards? That makese sense.

As far as relationships are concerned, it's the same thing. Two or more people of one sex in a relationship with someone of the opposite sex. So if one is okay, so is the other. If one isn't okay, same for the other. Polygamy is polygamy. Anything else is blatant double standards, very much "rules for thee, but not for me". No matter how you try to justify them.

Honestly, as controversal as this is, this is the reason why I can like harem for man but not harem for woman. The biology is the one thing stopping it from being perfect. Tho, that just means harem for woman is a bit harder to manage. Not impossible. Lets not be a weakling now.
