At first, it looks pretty normal, but... Looking at it again I can see where the poorly drawn comes into play. Her arms are really small and her right foot could use a bit more detail. Well, her body in general could use a little more detail (where skin is shown, I mean.) There's also multiple light sources...
On the other hand, she still looks cute. A lot of detail was put in the clothes and hair. It may be fairly flawed, but it's still a nice drawing in my opinion.
It's not her arms that are small, they fit to the torso (elbow is near the lower ribs, slightly angled, the arm reaches to the middle of the torso) it's the neck and head which are big.
