A graphical glitch, in the image source the black stripes are white. If you resize image and open in new tab they turn white again. both look good I don't think it effects image quality.

I think the jpeg is glitched but the png renders correctly.

It's not a glitch, nor are the stripes black, they're transparent. Jpeg just doesn't handle transparency.
