Time to geek out a bit here, but you know, his last name isn't actually Briefs. It's just a fan thing that's been taken as fact. The only "Briefs" person is Dr Briefs, and since he's never actually given any other name, it's likely just to meant to be his first name. In fact, on their family page in the 4th Daizenshuu (official DB guides) his name is just listed without 'doctor', so it's just Bulma, Trunks and Briefs.
I think the only DB characters with a family name are the Son family.

Pretty sure I've seen them listed as Bulma Briefs and Trunks Briefs, severalm times before...but if you say so...

That's his family name. It's because he's based on the Monkey King from Journey to the West. He's called Sun Wukong originally but Son Goku in the Japanese version. Quite a few things seem to be based on the same character, such as the eponymous hero from the Capcom game SonSon, and the character Sonson from MvC2 - those two are meant to be related, though. Oh, not to mention the old TV series Monkey.
