I mean, I know in-universe that's a pokemon and pokemon are "animals" but visually it's kind of hard to call that anything other than a odd looking girl...

Considering Gardevoir is naturally humanoid and doesn't retain any real bestial characteristics (unless you count the feather-like ears and torso-jabby thing, which are minor traits at best and probably not indicative enough), no.
