Digging deeper into Pixiv and it looks like the first artist to draw Felicia Castro is Saiki Swankyo. The art here states that she's an OC.
I dunno how much this counts? Pretty new to this to be honest.

This is a original character as the guy above stated she is character from a upcoming manga there's more artwork associated with the manga here
