I couldn't participate directly in the February KanColle event, but I did in secret! lol
I was happy you noticed the Oboro-chan I drew on the blackboard. 😆

Source is the Twitter of an adorable cafe named Hachinoya (lit. "house of bees") in Sasebo, in the old naval district.

Curiously, despite the street view photo being from October 2019 there does appear to be a shipgirl drawn on a short blackboard out front, down and left from a poster of post #3554124.
