No that is all wrong. Poison was Female in the JP version, capcpm America did not like the idea of hitting women due to all the womens rights bs at the time. Capcom Japan said "well what if we make them (them being Poison and Roxy a pallet swap of Poison) pre opp transvestites" Capcom America in the end said "no they still look like women and we do not need that right now" so they were both replaced with two male sprites in the US version. After the whole fiasco Capcom Japan thought it would be funny to keep Poison as a Pre opp transvestite, while Roxy is %100 Female.

No, at the time that Final Fight was made, there were real-life issues in Japan about women's rights and major problems with violence against women. It was too late in production for them to change the sprite, so they went "Screw it, we'll say she's a tranny to get it past the censors". Later on, they became very on-and-off about whether Poison's male, female or a hermaphrodite.
the change in sprites, and this issue, never arose until the super nintendo (us) port came along, stop misleading people about final fight in america. the arcade version never had any of these kinds of debates or discussions. if you want someone to blame, it's nintendo of america.
