In most cases where unnecessary censorship is done (especially with this sort of novelty censor), there is a paid way to get the (mostly) uncensored version. In this case the uploader didn't bring in the artist's commentary, but in it, there is a link to their Booth site where you can buy this as a physical dakimakura cover.
I know there are also illustrators on Pixiv that always mosaic censor the nipples to try to get you to join their fan-sites, or western artists will post work censored to the degree usually needed by Japanese law with a note that you can pay to get access to the fully uncensored version somewhere else. Before Web 2.0, artists would sometimes post their work with one or both nipples only roughly sketched in (with the rest of the work completed), but you could buy a CG disc or doujin of their work completed somewhere in Japan IRL.
Another reason to do this is to deter counterfeit dakimakura covers. I know that some illustrators that have published uncensored digital dakimakura artwork had to deal with counterfeits coming mostly from China.
