The enemy is to horny that they always targeting her
Actually, there's an explanation for this.
Buffing your allies generates a rather large amount of aggro. It's just other buffers like Asta and Bronya and don't really generate much aggro, and the buffed character will became the target with their inflated stats and damage priority. Tingyun's special in this regard because her buffs are based on her own attack values, meaning Tingyun would potentially be your 2nd highest ATK-stat character in the team. Combine that with the aggro values added from using her skill/ult then you'd get 1st priority target for the enemies.

Chance to be targeted is the character's current aggro divided by the total team's aggro. With a team of Tingyun(100) and a mix of Harmony(100), Nihility(100), and Abundance(100) teammates, she has a simple 1 in 4 chance to be targeted. Having Erudition(75) or Hunt(75) characters in the team will very slightly increase her chance to be targeted (more so if any of them are Dan Hung/Seele/Sushang with their Ascension 2 abilities in effect). Having Preservation(150) or Destruction(125) characters in the team will slightly lower her chance to be targeted.
Nothing in Tingyun's kit modifies aggro, nor do stats or buffs have any affect on it unless they explicitly mention it. The only way you could directly, intentionally increase Tingyun's aggro is by giving her a shield from March. Anything else is either indirect or outside of your control, and all but one of the ways that increase it are slight while all of the ways that decrease it are significant.
My Tingyun never has trouble being over targeted, because I bring Clara, who has great aggro control. If people are having trouble keeping Tingyun alive, I'd guess they're just unlucky. If it worked any other way than I've described, or if there was a bug involved, people would already know of it.

Clara uses ult, March put shield on Clara. Natasha still got attacked.
If you browse the comments you'll see many other examples of hidden taunt values working against Tingyun: Tingyun buffs Clara with Ult, Clara uses Ult, March shields Clara > Tingyun got attacked still.

I find the entire thing to be stupid, honestly. Clara should have an 80% chance to be targeted over someone like Tingyun with her ult and March's shield. Yet all too often enemies will completely ignore Clara, to the point where I seriously contest your assertions that "Clara has great aggro control." Clara doesn't have great aggro control. Fire MC has great aggro control, because they have a proper taunt and not some hidden aggro stat like MiHoYo thinks HSR is some sort of MMO. The game desperately needs proper tanks, yet we only have one: Fire MC. Clara and Gepard are stuck at the whims of fate with the hidden aggro stat, and it is by far the largest negative the game has in my eyes.
