    Well, probably because when UFO came out they realized she was an underling of Shou (who was a follower of Hijiri), while Kogasa was sort of alone throughout the entire game.

    Plus, people seem to love making fun of poor Kogasa far more than any of the other UFO cast, almost as much as Cirno. I'm surprised they don't put her in team ⑨ yet. But yeah, it is nice to see this couple is alive.

    Where was it I saw something say the reason for Kogasa not being an official member of team 9 was that she was slightly older. In terms of appearance she is in her mid teens while the members of 9 are preteen to teens. So if anything Okuu and Kogasa are visiting members

    ...and we can blame Sanae for that..
    And as you have mentioned this pairing has been declining,especially since fans tends to pairs Kogasa with Sanae and nazrin with her master...but thirded its nice to see that this couple is still alive.
