I think it has to do with her scroll. it just sets itself up for a magical girl item.
In the case of Magical Sanae and Magical sakuya, they were given fanon magical wands. But Canon Hijiri already has a somewhat "Magical" item for fanon to capitalize on.
Not only her scroll, but her style and attitude are fitting.
Now I want a comic series starring Byakuren, Reimu, Sakuya, Marisa, and Sanae as a team of magical girls. Thinking about it is giving me idea overload.
