They can take them off, there's a story scene that shows Momoi without hers. There's also some scenes where they're not even covering their ears.

Midori's Recollection Lobby where her ears are uncovered Personally seems more like an oversight than an intentional design choice. Momoi's Recollection Lobby has her ears properly covered.
