Tenshi lost her position of Student Council. She went to the main building where GirlDeMo was playing, but she wasn't there to stop them. Instead, she went to order a Mapotofu ticket, which was soon after taken away from her during an Operation Tornado mission.
Otonashi ends up picking it up and using it to get food. When they realize it was hers, he imagines Tenshi sitting in a corner, all alone, eating the one thing that probably gives her joy. But seeing how he took the ticket, she doesn't even have that joy anymore.
I have a feeling (and I don't know whether this is the general consensus) that she wanted to eat it just to make herself cry, because it's apparently really spicy.

Actually She eats it without an issue. There is one scene where she wolfs it down without any thought. The reason she is crying is what was mentioned earlier in the second Operation Tornado in the series.
