No. If you take a look to your left, you'll notice the 'Source' section of the statistics points to a pixiv entry. This is just fan speculation.

I doubt it. If you look closely you can see subtle differences in the art style. The second and third evos don't have the same homogenized sheen that official Pokemon art does.

Too bad it's not real, because they look awesome.
