This is a random boss in Monster Hunter Tri. It can appear in any area. It has no weakness. Your weapon will only bounce off of it no matter how sharp or powerful your blade is. It will chase you from area to area including your base camp and attack relentlessly. Your only hope is to abandon the quest.

It's a yamibito, a kind of zombie that doesn't have the decency to stay dead no matter how many times you kill it. They start as normal humanoid-looking zombies in filthy robes, but eventually develop into the head-body finger-legged thing in the picture.
