Red's been at Mt. Silver the last 3 years and really only met each of the gym leaders once. So no wonder he'd have trouble remembering after so long and then not recognize them a few years older and with different hair.

Damn Red you get a Flash Kick in your grill for not remembering Lt.Surge. In the past three years he worked with Guile to learn that move.

His hair is black in HGSS. To appeal to the old school fans, of course (he even uses the GSC battle intro animation), but it doesn't make a ton of sense no matter how you slice it.

I think this is the first time I've seen psychic powers used to change one's hairstyle. Must be nice.

Wrong. Look at his sprite, it's brown as always. He has the same design as in FRLG.
