Because hornyposting is broadly frowned upon here. Broadly speaking, we don't have a problem with folks having horny thoughts because of a post here, but we do have a problem with folks sharing said horny thoughts, apropos of nothing -- especially if they bump the post on the comment listing to do it. Also, just FYI, doing so often enough can get you punished for making garbage comments.

If you want to see endless "I wanna rape Klee's sexy little feet so bad!! 😛😛😛" comments you can go hang out on those other sites. Danbooru isn't a porn site, we have standards. Plenty of people browse the site for reasons other than jerking off, and allowing those sorts of comments would drive them away the same way being "pretentious" drives away the people that would make those sorts of comments.
Putting aside the whole standards/pretentiousness/freedom discussion for the moment; Another big function of the comment section is that it's a place where people can give context or share information about a post that cannot be shared through tags or in the artist commentary. Examples being:
Artists visiting and leaving comments on their own art (comment #2198396)
Giving context to events happening on the other side of the globe (comment #2217021)
Identifying characters that no one has recognized (comment #2144386)
These comments are very helpful and are absolutely valueable, especially for people visiting in the future. Note that the occasional joke, everynowandthen is perfectly fine, Danbooru is not that srsbsns, but the comment section still needs to be useful to an extent. The main property of a joke is that it can only be made once. It has a limiting factor built-in into it. No one wants to be that person by telling a joke someone just made.
Which brings me back to hornyposting, because the problem with it is that there is no end to it. If Danbooru allowed free reign of hornyposting, the majority of posts will be flooded with dozens of comments of people wanting to lick, cum upon, get cummed on, suck, fuck, sit on, get sat on, ... a character and completely burying any useful comment under a mountain of smut making the entire comment section completely useless. So it was decided that hornyposting will be heavily frowned upon and those comments will be downvoted. Users posting them will be warned, and might even get a negative record, or subsequently be banned if things don't improve.
If you truly wish to share your horny feelings with others, I can recommend visiting this very same image on Gelbooru where they are much lenient in the comment section, or alternatively making a Discord where you and your friends can share lewd thoughts and stories that are only limited by your imagination, or making a topic on the forum where you can make a case by explaining the benefits of hornyposting to see if you can get the rule changed.
Your childish comments are tolerated—barely—because they aren't breaking any actual rules, but that doesn't stop anyone from expressing their distaste in the form of downvotes.
