This was young Cirno, before she became THE STRONGEST and was able to maintain her body throughout the year. Most Ice fairies disappear by summer or late spring, if I recall correctly from PMiSS (or was it Bohemian Archive in Japanese Red?).
She'll regenerate somewhere else later. By the way, I thought she produces a cold air around her. Doesn't that keep her from melting under normal conditions?
