Rather than go into an overly long dialogue, I think the best anaswer is to just not fret over it. Given how anime is, you can sometimes never clearly tell a character's age because of how they're drawn sometimes.

Like the Lucky Star characters being older than they look, I think Konata is 20 *not that they have realistic proportions at all, they are heavily stylized in original context* the emphasize being cute.
This is just a drawing of something that does not exist, it is sexy, it is drawn that way, Nothing more, nothing less.

Exactly. It wasn't until I watched Yu Yu Hakusho that I found out Yusuke was only 15, before that I though he looked 20 or something because of his face.
For one thing, this looks like a grown-up version of Nagi to me.
We live in a sad society when a picture of anything is illegal. It's only a picture. Sensibly, a drawing is just a drawing. Otherwise, drawing a murder would be murder. Likewise, a photograph itself should never be a crime (evidence of a crime, but not the crime itself.) Crazy messed up world.
