I've always thought of it this way, the sadist is doing what they want by neglecting the masochist's needs and the masochist is getting what they want by the sadist neglecting their needs.

Depends. Lower degrees of Masochism and Sadism would be a definite no (For example, I enjoy pain, but not too much pain, and not neglect/emotional pain.)
If the masochist only enjoys physical pain (such as myself), it's a slightly disappointing end.
If the masochist is as weird as Tenshi, and enjoys more than just that, then yes, it would be totally fine.
It's similar with sadism as well, I'd assume - some people can probably only get that feeling from it if they physically injure people, while others get the feeling from the neglect/emotional pain of others as well.
However, in this case, from this point of view I'd say that only the masochist benefits if they're like that.
Because the sadist would be taking pleasure in the other person NOT enjoying themself, which the masochist is no matter what the reply is (if this is the case for how tenshi is being portrayed.)
Additionally, though, what the assumption behind this saying is (as it's a saying I've heard a lot), is that the masochist is one like me, while the sadist is one who enjoys neglect/emotional pain of others instead/as well, thus they 'hurt' the masochist by not "harm"ing them.
tl;dr, it's unlikely both parties benefit from this.

The poster was anonymous, and no one seems to know the artist. This would mean that we've effectively lost the artist, unless he secretly posts here often.
Is there any other sites he might be / he might post?
Looks to me that Tenshi want's to be abused physically not emotionally, which is why Yuuka has such a troll face when saying no. Obviously she's having fun not giving Tenshi what she wants. Masochist maybe getting hurt, but NOT in the way she wants.
