No, you're seeing one of Ran's legs and one of Hijiri's. Now how it actually got there, I think I have an idea...

No, but I think Ran and Byakuren each have one leg in the same stocking.

I'm seeing Ran's right leg with Bya's left. It's certainly not distinct, but they're sharing one leg of the stocking, while Ran's left leg is outside the picture. You can see the start of it to the left.

Actually they're a pair of thighhighs. You can tell from looking at Bya's right leg.

Looks like a 'God damn it, Yukari' to me.

I see both pantyhose and thighhighs (Byaku's wearing thighhighs, and is sticking her leg into one of Ran's pantyhose leg openings, whereas Ran already has her leg in the other.)

At any rate, you can see the garment Ran was (trying) to put on is pantyhose because the two legholes are connected.

Does this warrant adding the pantyhose tag?

That's a single thighhigh that they're both sticking their leg into; it just looks like pantyhose because of the angle of their legs. Note how there's fabric stretched between their feet, which wouldn't be the case if those were the two separate leg holes of a pair of pantyhose.
