for reference, absolutely trash Diglett have 130HP at Lv. 100, about nine times what Kogasa has.
It's actually literally impossible for a level 100 pokemon to have less than 110 Max HP (unless they're hard-coded to do so), because the game adds a pokemon's level + 10 to its HP stat on top of whatever it gets "normally" via the general stats calculation.
