I'm guessing it's Cirno (Regenerated)

The girl in panel 4 is Rumia. Daiyousei is directly talking to Rumia is panel 4.

Panel 5 is Cirno regenerated. Note the "atai" in her speech. Also, Cirno wasn't wearing her ribbon to begin with in this story. Lack of hair accessory makes Touhous camouflaged, or at least Remi thought so.

Meiling's a kid at heart in most non-drama fanworks. Joining in on the games of the fairies/team 9, or just being immature/lazy. I think it's part of her charm (Though as I've said before, the doujin with her as the *true* Scarlet Devil? One of the most awesome things I have ever seen.)

That has to be it. I don't think there's any other doujin with Meiling as the real Scarlet Devil anywhere.

Yes the Asatsuki Dou one is the one where Remilia meets the "Scarlet Devil".
Though Shino's Meiling origin story portrays her quite badass as well.

I wish Soutsuki Hisame would do a (serious) Meiling story, but to be honest, I get the feeling he's not too into her.

As a Meiling fan, I seriously wish myself that there would be more badass Meiling doujins, instead of her being just some joke/punching bag character.
