That's not even what she said. Sakuya told Reimu, who was considering her a suspect in the disappearances, that what she actually does is move at extremely high speeds with zero mass, and that she cannot stop someone else's time. She didn't say she couldn't move people, only that her ability can't be used on another person directly, it's an ability that solely affects herself.
However, this is verifiably false. She is shown in canon doing things like reversing the time of an object to before it was broken, causing flowers to bloom instantly, the flowers in the mansion's garden are in bloom year round, the interior of the mansion is impossibly larger than the exterior, and no one else is stated to be capable of this very obvious manipulation of space.
ZUN himself has warned never to take anything said by a character at face value. Sakuya was very obviously lying just to get Reimu to leave. Sakuya's abilities are confirmed by canon events and ZUN's own words as at least including slowing time, stopping time, erasing time, accelerating time, compressing time, and spacial manipulation. The only evidence contradicting this is her own word, which absolutely should not be trusted given the circumstances.
I might have misremembered that. I recalled her saying it's akin to zero-mass high-speed-movement. So I understood it as Sakuya being able to move within stopped time, but she can't affect other people because they become immovable objects. Actual objects fall under a different set of rules because it would have been weird otherwise. It's like pausing a game basically. While you can move in your world, the game characters would remain in stasis and you can't interact with them until you hit unpause.
Admittedly the less utility comment is a blunder on my part since I was only considering the time-stopping part of her ability.
